Sustainability and Climate Action Plan

Last Updated: 06 March, 2025
1. Vision and Goals

Noakhali Science and Technology University is committed to becoming a climate-resilient and low-carbon academic community, contributing to local and regional climate mitigation and adaptation efforts. Our goals are:

  • Reduce greenhouse gas (GHG) emissions from campus operations.
  • Strengthen resilience against climate impacts, particularly in coastal regions.
  • Promote climate education, community engagement, and capacity building.
  • Support local disaster risk reduction and early warning systems in partnership with the government and civil society.
2. Strategic Pillars & Actions
2.1 Mitigation: Reducing Emissions
  • 2.1.1 Conduct a campus carbon footprint audit (energy use, transport, waste) every 2–3 years.
  • 2.1.2 Implement energy efficiency upgrades, including LED lighting, efficient fans and pumps, smart controls, and IoT systems.
  • 2.1.4 Promote sustainable commuting: shared buses, EVs, bicycle parking, and preferential parking for low-carbon vehicles.
2.2 Adaptation & Resilience
  • 2.2.1 Establish early warning and resilient infrastructure by integrating climate risk assessments into all campus planning, including drainage design and flood risk mapping.
  • 2.2.2 Enhance water management through rainwater harvesting, water reuse systems, and sustainable drainage.
  • 2.2.3 Strengthen green infrastructure by planting native species, establishing buffer zones, and increasing tree cover to reduce heat stress and stabilize soils.
  • 2.2.4 Develop emergency response training and “climate drills” for students and staff in collaboration with local agencies, including the Fire Service, Red Crescent, and Municipality.
2.3 Education & Community Engagement
  • 2.3.1 Run annual climate awareness campaigns and “Climate Action Week,” co-organized with student clubs (e.g., CoEN) and local partners.
  • 2.3.2 Offer workshops and training for local communities, including schools and residents, on mitigation, adaptation, and early warning.
  • 2.3.3 Embed climate change topics into curricula in Science, Environmental Science, Engineering, and Social Science courses.
  • 2.3.4 Establish a community advisory board comprising local government, civil society, and university stakeholders to co-design climate-related projects.
2.4 Monitoring, Reporting & Governance
  • 2.4.1 Set up a Climate Action Committee comprising the Sustainability Office, relevant academic departments, student representatives, and local government partners.
  • 2.4.2 Develop key performance indicators (KPIs): GHG emissions reduction, water reuse rates, green infrastructure coverage, and number of community participants.
  • 2.4.3 Produce and publish an annual Climate Action Report shared with university leadership, staff, students, and community partners.
  • 2.4.4 Review and update the Climate Action Plan every two years, in consultation with local government and community groups.
3. Partnership & Institutional Roles
3.1 Sustainability Office

Lead implementation, monitoring, and partnership coordination.

3.2 Academic Departments

Academic departments such as Environmental Science, EEE, and Fisheries will design and deliver mitigation and adaptation projects and research.

3.3 Student Organizations

Student organizations, such as CoEN, will drive community engagement, awareness, and volunteer action.

3.4 Local Government & Agencies

Local government and agencies, including the Municipality, Red Crescent, Fire Service, and DoF, will collaborate on early warning systems, climate resilience infrastructure, and public outreach.

4. Financing & Resources
  • Allocate a portion of the University's budget for climate-resilience infrastructure and renewable installations.
  • Seek external funding from national and international sources, including grants and development partners, for larger mitigation and adaptation projects.
  • Leverage student-led projects and research grants that align with climate action goals.
5. Risk & Sustainability Management
  • Conduct regular risk assessments focused on climate-related hazards, including flooding, salinity intrusion, and storms.
  • Embed sustainability criteria in all future campus developments and procurement, including green building and energy policy.
  • Promote capacity building and institutional learning by hosting guest lectures, research seminars, and exchange programmes on climate science, policy, and practice.

This action plan is designed for joint implementation by Noakhali Science and Technology University and local/regional stakeholders and will be shared and reviewed annually in collaboration with local government and community groups to ensure accountability, relevance, and impact.
